how to add Tax Rate Type to standard Tax Type.

Hi all,

I tried to create new tax rate type for a country by using Localization Toolkit.

in the Localization Toolkit, the way to add some new Tax Rate Type to created (by partner) tax type is written

but there is no coment about add tax rate type to standard tax type.

I guess we cannot add a new Tax Rate Type to a standard tax type and need to create Tax Type first and then add Tax Rate Type to it.

am I right? or is there another  good way to add some Tax Rate Type to standard tax type?
