How to Enable rights for a super user where he must be able to schedule a report in Excel and PDF Formats and also he must not be able to modify the reports

Hi, I need a solution to a scenario where a User must be able to Schedule a report to Excel format and he must not be able to modify the report in public folders, so with out giving the Edit Objects right, its not allowing the user to schedule a report in excel and PDF formats.

can any one please tell me how to implement the above scenario.
